China banks are perceived as safe investments by the international ibanks and commercial banks. These investors are in the same business (banking), so logically any weakness in China banks are more scrutinized by these sophisticated and informed (not insider) investors. These foreign institutions buy China bank shares at deep discounts to the trading price, and hold for years. As of 2010,

• Temasek owned 6% of CCB (China Construction Bank), 4.1% of BOC.
• GS owned 3.9% of ICBC
• collectively, foreign institutional investors owned 5.1% of ICBC, 18.6% of BoCom (Bank of Communications), 20% of CMB (China Merchant Bank)
